ACQF Policy Document - upon validation by AU Member States (EN, FR, PT)

This ACQF Policy document was validated by the African Union Member States at the Addis Conference of 11-13 July 2023. The ACQF Policy Document defines the vision, policy objectives and main technical features of the ACQF, outlines the set of ACQF implementation modalities and instruments, and is accompanied by technical annexes, which form an integral part of the document. The ten ACQF Guidelines and related Training Modules support this policy document by defining technical and methodological foundations for implementation and dissemination by the competent entities. A synthesised version of the ten Guidelines is accessible as a separate document in form of a short ACQF Handbook .

Access to quality education and lifelong learning, and acquisition of skills and qualifications are at the heart of the African Renaissance. This is reflected in the first aspiration of African Union’s (AU) Agenda 2063 with the call for “Well educated citizens and skills revolution underpinned by science, technology and innovation for a knowledge society (…).” In addition, the Continental Education Strategy for Africa (CESA 2016-2025) emphasises that “harmonized education and training systems are essential for the realization of intra-Africa mobility and academic integration through regional cooperation”. Against this backdrop, an African Continental Qualifications Framework (ACQF) is a key policy initiative to achieve these objectives.

L’accès à une éducation de qualité et à l’apprentissage tout au long de la vie, ainsi que l’acquisition de compétences et de certifications sont au cœur de la Renaissance africaine. Cela se reflète dans la première aspiration de l’Agenda 2063 de l’Union africaine (UA) avec l’appel à « des citoyens bien éduqués et une révolution des compétences soutenue par la science, la technologie et l’innovation pour une société de la connaissance » (...). En outre, la Stratégie continentale de l’éducation pour l’Afrique (CESA 2016-2025) souligne que « des systèmes d’éducation et de formation harmonisés sont essentiels pour la réalisation de la mobilité intra-africaine et de l’intégration académique par le biais de la coopération régionale ». Dans ce contexte, un Cadre continental africain des qualifications (ACQF) est une initiative politique clé pour atteindre ces objectifs.

O acesso a uma educação de qualidade e à aprendizagem ao longo da vida, bem como a aquisição de competências e qualificações, estão no cerne do Renascimento Africano. Isto reflete-se na primeira aspiração da Agenda 2063 da União Africana (UA) com o apelo a "Cidadãos bem-educados e revolução das competências sustentada pela ciência, tecnologia e inovação para uma sociedade do conhecimento (...)". Além disso, a Estratégia Continental de Educação para África (CESA 2016-2025) sublinha que "os sistemas harmonizados de educação e formação são essenciais para a realização da mobilidade intra-africana e da integração académica através da cooperação regional". Neste contexto, um Quadro Africano Continental de Qualificações (ACQF) é uma iniciativa política fundamental para alcançar estes objetivos.
