National workshop on the implementation of the SNCATS and stepping towards the development of a national micro-credentials framework

Building Stakeholder Capacity for Effective Implementation of the SNCATS and Brainstorming on Micro-credentials Policy/ Criteria Development and Implementation Scenarios

Background

The Seychelles Qualifications Authority (SQA) co-organises with the project "African Continental Qualifications Framework" (ACQF-II), the stakeholder capacity building workshop on the implementation of the Seychelles National Credit Accumulation and Transfer System – Policy and Guidelines (SNCATS) and brainstorming on the Seychelles Micro-credentials policy and Criteria development and implementation scenarios. This workshop is focused on the theme: “Building Stakeholder Capacity for Effective Implementation of the SNCATS and Brainstorming on Micro-credentials Policy/ Criteria Development and Implementation Scenarios". The workshop will take place in Victoria, from 18 to 20 March 2025, at the Hotel Savoy. On 21 March 2025, a closing meeting will be held with SQA staff, at SQA offices, with a view to recapping the workshop and agreeing on the roadmap for SNCATS implementation and development of the national micro-credentials policy and criteria.

The SNCATS was developed in partnership between SQA and ACQF-II, through a participative process started in March 2024 in Victoria. The final version of SNCATS was concluded in September 2024 by the experts’ team and entered the official approval process which is managed by SQA.

It is worth noting the holistic scope of the SNCATS document, which explicitly mentions the linkages and complementarities with the Seychelles NQF, with Recognition of Prior Learning and with micro-credentials.

Further, it was determined with national stakeholders that there was growing interest in the country in understanding how micro-credentials could be integrated into the national qualifications framework to enhance skill development, employability, and lifelong learning as well. Therefore, as an initial step towards generating this understanding, a survey was conducted between July and August, 2024 with a view to establishing the state-of-play of micro-credentials among various education and training providers and other organisations and entities providing education and training in the country. Thus, the workshop will build on the findings of the aforementioned survey.

ACQF-II is a project of the African Union-European Union partnership, implemented by the European Training Foundation, in close cooperation with countries, regions and the African Union Commission.

Participants

The workshop will attract participants from SQA as well as education and training providers.

Objectives of the TWG Workshops

The objectives of the workshop will be to:

  • Capacity-build SQA staff on the implementation, monitoring and evaluation of the SNCATS.

  • Capacity-build education and training providers on the development and implementation of SNCATS based institutional guidelines/ procedures on credit accumulation and transfer.

  • Agree on a feasible scenario for the development and implementation of a national micro-credentials policy and criteria.

Outputs of the Workshop

The outputs of the workshop will be as follows:

  • Enhanced capacity of SQA staff to implement, monitor and evaluate the SNCATS.

  • Improved capacity among education and training providers to be able to develop and implement SNCATS based institutional guidelines/ procedures on credit accumulation and transfer (CAT).

  • Feasible scenario for the development and implementation of a national micro-credentials policy and criteria agreed with SQA and providers.
